UE Convention Resolutions
Report of the Policy Action Committee
The Policy Action Committee of the 71st UE National Convention moves the following plan of action in the period up to the next national Convention.
Healthcare for All
- Instructs the National Union to provide analysis and education as to the exact content and ramifications of passage of any health care reform legislation by Congress, using the UE General Executive Board "Statement on Healthcare Reform" of May 15, 2009 as the guiding tool to ascertain whether the legislation is worthy of our support or not;
- Calls on the union at all levels to renew education and support for the U.S. National Health Insurance Act -Medicare for All Act (HR676) as the real solution needed to solve the overall health reform crisis;
- Urges regions and locals to visit the local offices of Congressional members to demand immediate action to address the healthcare crisis, including a request that they impose price caps on health insurance rate increases of no more than the rate of inflation as defined by the CPI, and to investigate and prosecute any insurance lawbreaking they may find;
- Calls on locals to demand that candidates for elected office support the UE minimum standards for healthcare reform as outlined in the UE General Executive Board "Statement on Healthcare Reform" of May 15, 2009.
Labor Law Reform - Now!
- Reaffirms the UE demand that Congress pass the Employee Free Choice Act (HR1409/SB560) (EFCA) immediately and calls on UE at all levels to urge President Obama to immediately make passage of EFCA a top priority;
- Calls on UE locals to utilize postcards, petitions, phone calls, and personal visits to Congressional offices to demand passage of EFCA and to repeal the Taft- Hartley Act as soon as possible;
- Calls on the National Union to develop materials to educate members of Congress as to the labor rights disgraces for public sector members which exist is the states of North Carolina, Virginia, and West Virginia, and to request that supportive lawmakers introduce legislation to provide for basic collective bargaining rights in these states to accomplish this.
Independent Rank-And -File Political Action
- Calls on UE at all levels to participate in the coming state and local elections as well as the November, 2010 national elections and that candidates be evaluated by their record of support for worker struggles;
- Instructs all regions and locals to maximize their efforts to send delegates to the September, 2010 Political Action Conference in Washington, DC and to focus lobbying efforts on the key pro-labor legislative battles underway at that time;
- Encourages the union at all levels to support the protests at the American Bankers Association meeting in Chicago, IL on October 25, 2009 including sending delegations or conducting local support actions;

Encourages the union at all levels to send delegates to the U.S. Social Forum to be held in Detroit, Michigan, June 22 to 26, 2010
- Urges all locals to undertake workplace campaigns to register members and their families to vote and encourage them to vote for pro-worker candidates;
- Calls on locals to promote improvement and enforcement of worker protection laws including the WARN Act;
- Calls on the National Union to assist locals in resisting privatization wherever it may impact UE members.
