‘The Majority Agenda’: Popular Policy Choices to Improve Workers’ Lives

Earlier this month, the nonpartisan Center for Economic and Policy Research, a UE ally, released The Majority Agenda, “a collection of policy briefs on important issues where Americans generally have broad agreement across the political landscape.”

As the authors note, “Today in the United States, it may seem that there is little agreement across the ideological spectrum, especially given the political strife and dysfunction that has enveloped the country. However, amidst much divisiveness, we are not necessarily divided on all things. As several recent polls have found, we express a significant degree of agreement across an array of issues concerning life in America regardless of party affiliation.”

CEPR’s analysts have identified a set of policy changes which are supported by significant majorities and have the potential to improve the lives of millions of working people. The 14 policy briefs which make up the report are all short, clear, and easy to read. They are grouped into three broad categories: good jobs, strong infrastructure, and fair play.

The first brief, “Increase Unionization,” [1] should come as no surprise to UE members. As CEPR Labor and Disability Researcher Hayley Brown writes, “Historically, unions have raised wages and expanded benefits, delivering increased job security and job satisfaction for union workers. Unions also raise standards across entire industries, which benefits both union and nonunion workers.”

She notes that the decline in union membership, from just over 20 percent in the early 80s to 10 percent in 2025, was the result of concrete policy decisions — policy decisions which can be reversed. And reversing those policy decisions is popular: 68 percent of U.S. adults approve of labor unions, 62 percent think falling unionization hurts working people, and 60 percent think falling unionization hurts the country.

In “Guarantee Health Care to All Americans,” [2] CEPR Policy Associate Brandon Novick writes that “The United States spends more than twice as much per person on health care compared to other wealthy nations. Yet, unlike these other nations, Americans do not enjoy universal coverage, while also experiencing worse health outcomes.” He prescribes “Medicare for All, covering all Americans under a single-payer system modeled after Traditional Medicare with key enhancements, such as implementing annual out-of-pocket maximums for all health care spending, giving Medicare the power to negotiate drug prices, and covering drug, dental, vision, and hearing care.” This is also popular: 62 percent of U.S. adults agreed in a 2024 poll that it is the federal government’s responsibility to ensure that all Americans have healthcare coverage, and last November, a poll found majority support [3] specifically for Medicare for All.

In addition to passing labor law reform and Medicare for All, both of which are supported by UE policy [4], the “Majority Agenda” includes:

  • Raise the $7.25 Federal Minimum Wage [5]
  • Eliminate the Subminimum Wage [6]
  • Mandate Access to Ample Paid Time Off [7]
  • Promote Secure and Stable Work Schedules [8]
  • Provide Jobs for Those Who Need Them [9]
  • Make Housing More Affordable [10]
  • Meet Our Infrastructure Needs [11]
  • Invest in Clean Energy and Sustainable Land Use [12]
  • Build Community Resilience [13]
  • Support and Strengthen Social Security [14]
  • Get Money Out of Politics [15]
  • Make Taxes Progressive and Collectable [16]
